Forgot to include this in my previous comment:
I like the opening sentence of your post, which suggests that a wedge issue is a very useful tool when things don't look too good for Harper's opponents - at least, that's the way I interpreted it.
Also, I appreciate the background information you provided to your readers so that they can have a more complete picture of the issue.
